The establishment of an orchid garden in Sememi Surabaya aims to overcome the impact of the closure of the Moroseneng localization to help support the economy of local residents affected by the closure of the localization. It is hoped that the orchid garden tourism will be a business opportunity for the residents and reduce poverty. However, since it opened in 2019, this tourist attraction has not developed optimally and has not been widely known. In the development of tourist destinations, it really requires active contributions from stakeholders who refer to the pentahelix concept, namely the government, private sector, community, academics, and mass media. For this reason, this study aims to analyze the role of pentahelix actors and their supporting and inhibiting factors. The research method used is descriptive qualitative. Data collection were carried out through observation, interviews and documentation. The results showed that the role of the Pentahelix actors had not run optimally. The government's role dominates from planning, development process, budgeting to promotion. Academics and the private sector do not yet have a significant role. The mass media performs its role in an unstructured manner and the community acts as a liaison for community empowerment. The supporting factor comes from the government as the initiator and facilitator, while the biggest obstacle is the COVID-19 pandemic, in addition to the lack of community participation and limited involvement of other stakeholders
